When I open Contacts on the iPad, I see either "Groups" or *some group (e.g., All Contacts) on the left.
Do you have anything there?
If you show no groups, or no members in the All Contacts group, the Contacts App may in fact *be* empty.

The Mail app also accumulates its own collection of contacts — or at least their email addresses — without putting them into the Contacts App.
