I think that saying we used only the apps on an OS, any OS is not valid. It would probably depend on whether referring to the apps that come with the OS Or those installed afterward. But there is still the fact that we depend on the OS and how well it is written. AND how the OS forces the user to behave.
Personally I have always thought that the OS core and the shell, i.e. the human interface that the user deals with should be separate. I'd like an OS where the core and the shell should be separately replaceable. But then, what do I know?
