As I already said, that is because LTE is faster than standard 3G.
When the LTE switch is On, and you get a good LTE connection, you download at LTE speeds.
When the LTE switch is Off, you download at 3G speeds or slower.
What do you mean when you say "they are both…" above?
You were only discussing LTE.
Your iPhone has 2G, 3G, and LTE available to it. LTE is "4G", as the carriers are calling it, which is a lot slower than the true ITU-4G standard.
