Unfortunately, this only tells you which apps are using battery. That doesn't sound like the problem people are having.
I know there are plenty of settings that reduce battery life. (e.g., screen brightness, notifications, location services, weak wifi signal, weak cellular signal)
You would think to increase battery life on these phones, that Apple would have some pretty sophisticated equipment to measure everything that's using battery.
