You shouldn't be backing up everything to iCloud, only app data and settings. Pictures and videos should be copied to a computer. If you're backing up more than 5GB of data, something is really wrong.

Confirmed:
I have over 42 GB of data on my 64 GB iPhone, and my iCloud backup for this device is 1.1 GB.
