It is the responsibility of whomever is applying for the copyright.
Apple, as a reseller of books copyrighted by their publishers, would not
be the entity submitting the archival copies.

And Apple asking the LoC to purchase several hundred iPads simply so
that visitors to the LoC could access Apple proprietary materials won't
fly -- the materials have to be in commonly accessible format. So it's
alright to submit a piece of music, for example, as a PDF file, but it's
not alright to submit it as a proprietary Finale or Sibelius format file.

PDF readers are free and ubiquitous -- machines for reading specific
formats not readable by any other method would not work, as I understand
things.

But you should pose these questions to the copyright office and to the
Library of Congress itself, since anything we discuss here is simply
conjecture. :-)
