ISBN number facilitate the ordering process. Amazon and B&N require ISBN numbers. Not a legal requirement, just a requirement if you want to sell to most on-line book sellers and dealers.
I think you should research what an ISBN number is and with you need one. Again, it is not a legal requirement.
Clarify . . what the heck does the LOC have to do with anything and why would they need to purchase iPads? The ISBN Number has nothing to to with the LOC.
