I have Splashtop and cannot, for the life of me, figure out how to connect outside my own network.

I believe your desktop pc must be on. I am not home right now, I just shutdown from my iPad and tried connecting again, but this time cannot. So.... Yes, your desktop must be turned on.
While you are connected to you home pc, you can do what ever you do as if you were sitting in front of it.
