I use splashtop at home and love it. You are actually connected to your desktop, on your iPad screen. You can also connect to your desktop away from home if You have a google account. You need splahtop on both the iPad and your desktop. When You set it up, You will be prompted to enter a password, so that only you can access your pc.
I believe your desktop pc must be on. I am not home right now, I just shutdown from my iPad and tried connecting again, but this time cannot. So.... Yes, your desktop must be turned on.
While you are connected to you home pc, you can do what ever you do as if you were sitting in front of it.
