Not in separate windows which are both onscreen at the same time, but if
you open one app and then open another app, you can double-click the
Home button and see the row of current apps on the bottom with the most
recent other than the currently open app appearing first on the list.
It's easy enough to double-tap the home button, tap the icon for the
note-taking app, make your notes, double-tap the home button, tap the
icon for your reading app and get right back to where you were reading.
You can cut/copy/paste across multiple apps this way, too.
The explanation takes longer to read than actually doing it.
