I use GoodReader. There used to be a free lite version you can try it on,
don't know if it's still available.

I need to read and annotate a PDF file which I received as an attachment in
Mail.
I've tried opening it in PaperDesk, but the last page of PDF files I send
always come up blank. So I searched the App Store and found pdf-notes. I
downloaded it but when I try the "Open In" link in Mail, pdf-notes doesn't
appear in the "Open In" menu. I've tried closing all apps, closing apps,
shutting down and restarting, and doing a hard reboot. Nothing works I
can't find a way to get the blessed PDF into pdf-notes.
It's a contract I've got to respond to today. Help anyone?
