I'm debating on what to get. either an iPad2 or a new iPhone this Sept. (or is it now Oct?) My iPhone is the very first one Apple sold and I love the feel of the rounded edges which I hear is coming back in the new version after briefly slipping into a form that doesn't feel good in my hand.

DEFINITELY upgrade your iPhone!
You will find the differences AMAZING.
And then, the next generation of iPad, perhaps before the holidays, will likely obsolete the iPad 2.

When I do, do I just take the card out of the old device and pop that into the new one?

Not with the iPhone - the size of the card has changed.
