Sensors to input data in to that brain and using results to act on the actuators in fail safe condition is not  something the automakers can do.

Apple does brains now. ATV, iPhone, iPad, etc. Mac Mini. They already have the device, they and whoever else, needs just the self drive component which is software. So, based on what they now have and what is needed, the box is already there, a few hundred bucks. In every new car, maybe there is a retrofit option as well. Thats millions and millions of sales

And how do you know that making just the brains is not profitable? And possibly selling them to every car manufacture, just like it would sell iPads instead maybe it's developing just brains we don't know much about this
