I may not have any useful answer, but you need to be a little more specific.
"Projects" in what software? Word? Pages? Numbers? Something else?
One thing:
In iCloud settings in System Preferences on the Mac AND in Settings on the iPad, you need not only to have iCloud *turned on*, but you need to be *logged in* as well.
I find that for some reason I have to keep logging in again and again. Of course, if you have rebooted the iPad for some reason, re-login is required.
