It is not available in the App Store.  To repeat my earlier advice:  The health app should have been installed on his phone as part of the upgrade to iOS8.  I would first try doing a software restore via iTunes & if that doesn't work I would give Apple Support a call.

So how did you get it? I see lots of individual choices that work with the health app, but not the app itself.
