The health app should have been installed on his phone as part of the upgrade to iOS8. I would first try doing a software restore via iTunes & if that doesn't work I would give Apple Support a call. His phone will not automatically show as much data as yours because the iPhone5 doesn't have a motion sensor so it will require more manual input or third party apps or devices.
