I just sent a picture from the camera roll on my iPhone 5S to myself using iMessage while connected via WiFi. It worked fine & displayed properly on two iPads plus the phone.

I occasionally have this problem, too, but have never noticed if I had data on at the time. I assumed the size of the picture was too big.
