that makes two people so far who have successfully sent themselves a photo via imessage while on wifi with cellular data turned off...i haven't tried to send one to myself that way...will have to try it and see...i still haven't heard from anyone who can send one to someone other than themself while on wifi alone.

Then I tried turning Airplane Mode on, then turning Wifi back on (leaving cellular off), and tried again. Also successfully.
