It's because you have Settings/Sounds/Ringer and Alerts - Change with Buttons switched to On. The sound effects (Ringtone, Text Tone, New Mail, etc.) can be seen below that button switch.
I leave that switch off.

I've been in several apps, but it also occurs when I'm on the home screen. It's doing it right now while I'm in either Safari or the LastPass (Password Storage) app looking at this Yahoo Groups page.
