I change my  passwords frequently and use different passwords and differnt strengths per site.

I use multi-factor authorization when it is mandatory. I am NOT protecting Fort Knox nor am I protecting all the customers at Target.

But when a system is hacked the customers and press blame the system. People even blame the use (you did, because they used same password at more than one site). Microsoft gave up a long time so IT/MS types tend to blame  the user. Apple and Google who want to keep their reputation and not end up as sullied and untrusted as Microsoft, Yahoo, etc. should ideally not provide options where a user can get hacked. If they reduce the odds a user can hurt themselves they continue to be perceived as more secure, rightly so. If they allow the user to shoot himself in foot, even if it was the user's own gun, they will likely get blamed.
