People even blame the user (you did, because they used same password at more than one site).
Yes, I did.
For the Target security breach, I blame the lax IT guys at Target, not the users who handed over their credit cards.
For the Heartbleed vulnerability, I blame profitable companies who use free software without providing any financial support for the programmers to be able to test it thoroughly, not the users who trustingly go to the sites affected.
But for a vulnerability traceable to people re-using the same password at multiple sites, I blame the user.
