I do file sharing as well as syncing when I plug in.
I even plug in & file-share with iTunes on a PC that I do not sync to.
Also, with multiple devices, I'm often twiddling with content options.
Or, with phone & Touch, just topping off the power w/o taking the time to
sync.

IFF you have iTunes set up to take such actions automatically.
MANY people do not, and do not want to.
