It's really no problem. I'm using Windows XP on an 11 going on 12 year old laptop and my only problem is running out of disk space. iTunes is a disk hog as it downloads everything to the machine and does not clean it up so it just builds and builds and builds until you run out of room. Anyways, I digress....
Install iTunes, open it and plug the new iPad in to a USB port and follow the instructions. He'll have to create an iTunes account, but he'll have to no matter what.
There is absolutely no problem with an iPad (I've got an old iPad 2 which is still being sold) working with and syncing to a Windows PC. Apple did a fantastic job of making it seamless and available to everyone - whether Macs or Windows. Just go for it!
