That's odd marketing.  The 2 is ancient - probably crawls through iOS7.  $400 is far too much to spent for obsolete technology.  I can imagine the Apple store salespeople are embarrassed to have to steer people away from it.

In their online store today there are no iPad 2 16Gb available, but the 32Gb wifi only version is $399.
