It will charge with the computer (laptop), just at a trickle. I've gone from about 20% to full charge overnight when I accidentally left my wall charger at home and I was in a hotel.
You do not need authentic apple parts - you can charge your ipad through your car charger too.
Would I do either on a regular and consistent basis - nope, but they both work.

Others have stated correctly the iPad will not charge using the USB cord and a computer. Well maybe if you left it plugged in for 3 days it might, but not in a timely fashion or ever.
If your daughter is able to have 110/120 power she can use the plug she took otherwise I bet she can find someone with a laptop or proper iPod power for the country.
You on the other hand need the real Apple iPad outlet cord. Walmart and maybe other type stores carry them. $30. Apple stores or Apple online also sell. Don't buy any inexpensive plug that says it charges iPod/iPhone/iPad. I have yet to find one that has the power to charge the iPad. It would be much more expensive than a few bucks. Just get the actual Apple iPad charger plug. It's always good to have a spare.
