The site is called Peerfly. You can enable through the TinyURL web site a feature/service that takes you to the TinyURL site and shows you what is the link really points to when you are brave enough to click on any TinyURL URL.
From their web site:

They OP is probably a spammer. I recommend when people post a reply, they remove the spammer's link. That way, it does not become archived or reposted over and over.
