I'm guessing you're on a PC. Macs generally provide enough power to the USB port to charge an iPad at least slowly. Many PC's do not.

The "cube" that comes with the iPhone charger is different than the "cube" that comes with the iPad charger.
The iPad version can put out considerably more power. An iPhone cube won't charge an iPad very well.
