I'd bet the "in-App purchases" are for those who have very large storage needs. Why not visit the developers site and email them directly for Dutch store info? Or just download, try it out and see what happens. If it works for you without requiring extra purchases, you're good to go.
I've been using it for about a year and love it. Very versatile.

I suppose that is possible, but this is described, even in the Dutch store, as an *in-App purchase*.
That is, you install the FREE App, and *then* you can choose to make an IN-APP purchase, if you want to.
