Whose legal responsibility is that? Writers or publishers? 
That means ISBN is not mandatory.
Also, Apple could submit couple of hundred books on one DVD, every couple of days and ask LoC to buy several hundred ipads for the visitors to LoC.

Brilliant business model.
Its not in every century that a man with talent of Steve Jobs is born.

Nope -- but they do need to be submitted on some sort of physical media,
such as CDrom or DVD. They stopped requiring the paper version deposit
some time ago.
