The key is it is costs the consumer extra. Some people want to tether just to save money and the carriers know that, so they restrict the activity unless you pay for it.
AT&T requires that you have a tethering plan. I am sure Verizon has similar requirements. They allow tethering on some devices but not all devices and plans.
So to be clear: yes, you can tether and yes, some carriers allow it, but you pay for it.
