If you solve the problem by stating that kids must not run on the road, then I can solve further by stating that no human will make any mistakes on the road, there will be no burglars as they should not do that, there will be no murders as they should not do that. Thats not reality. Kids will run on the road to get their ball, a person will walk onto the road between cars inadvertently. It happens.
Traffic lights were invented to control traffic. And no one runs a red light do they?
This is not Utopia, for every rule, some small minority will break that rule.

Pedestrians have footpaths earmarked for them.
Places where driverless cars will be permitted will not have these problems.
Places which want to rise, will want driverless cars, will ensure the above contains.
Why do you think that traffic lights were invented?
Why were footpaths made and pedestrian crossing ( zebra ) introduced?
Technology must move forward.

Why do you think land prices in one city are higher than another city?
The reason is simple because humans will tend to gravitate where life is better ( ?)
