The texts can be forwarded on same wifi, but if you use iCloud that is also a transmission means, and that doesnt need same wifi, as it goes Kris at home wifi to cloud to Kris not at home wifi, as it just needs the cloud to manage it

For the one that's on iOS in order for nine to work I have to be on the sand wifi network and iOS takes the text and or call and forwards it to all my iOS devices that j designate but it's certainly an on the sand network thing.

No, it doesn't use Bluetooth and the devices don't have to be on the same wifi network for text forwarding.

Texts aka SMS can only be used on a device that has a text plan and the SMS APN to support that. Continuity allows your iPhone to be the only text capable device, but the Mac and iPad tether wirelessly to the iPhone so they send and receive the iPhones texts, using the Mac or the iPad. If on the same wifi network. Actually don't they use BT to join to the iPhone?

You can have any iOS device answer any text or phone call if it's on the same wifi network. 

I'm signed in as me to my iPad and iPhone and Mac. With the aforementioned option all my texts goto all my devices regardless of carrier or mobile os

As far as I know, iMessage works only on Apple devices, *IF* they are set up for it, and uses any data connection, Wifi or cellular.

So Android devices will NOT see material sent as iMessage.

*IF* your device has a cellular contract that includes standard SMS text messaging, THEN Settings — Messages should include the option to "Send as SMS".

My iPhone has such a capability in my AT&T contract, and includes that option.
My iPad, running the same version of iOS, has no SMS capability in its Verizon contract, and does NOT include that option in Settings.
