Correct. But I do not have one of the four carriers that are allowed to get the iPhone. My carrier is cricket, which is not allowed to have the iPhone at this time. If AT&T would allow me to buy a phone full price and unlock it for me without me having an AT&T account, that would be very nice and perhaps I should ask them

You could also buy one on the AT&T Next plan (or similar from one of the other carriers), pay it off right away and unlock it.
