If you have multiple devices, what happens as far as the amount of cloud space?

It does not change based upon the number of devices.

Multiple devices on the same iCloud account share that account's storage (5 GB, free, by default; more, if you pay for it).

You can get multiple *accounts* using different AppleID's, but then they can't *share* their storage.
