That's almost word for word the instructions my carrier has us tell people. First. Power cycle. Second. Remove cleans and reseat. Third. Get a replacement. Assuming that it's saying no sim instead of locked sim.

My first step would be to take the SIM card out, make sure its contacts are clean, and put it back in.

If you haven't already, re-boot (as opposed to restart) the phone.

And then, if it still is misbehaving, go to your carrier and see if a replacement SIM card will fix it.
