You can do that now, on the Mac, which then sync through iCloud and show up on the iPad.

I certainly hope we will be able to create them on the iPad!

Thanks for the info, Jim.  I was able to quickly find an instruction for how to set up the folders and have already started bringing some organization to my notes.
