After writing my original reply I tested Waze in my car which has a bluetooth interface with my cell phone. I was able to play the Waze directions through my car speakers which resolved the low volume issue.
I also discovered that while playing songs from my iPhone through the cars audio system Waze would still give me directions and alerts seamlessly.
