Periodically I have to reboot my cable box. I'm always told to pull the power plug. I have everything on a power strip. I kill the power to everything including Apple TV.  It sounds like the same advice. It works when my cable box get sits "brain" scrambled so if that holding down two buttons at once doesn't work I'd try pulling the power on it.

if I remember correctly it's a restart compared to a power down and restart. When I was on tech with my Apple TV years ago I was given instruction at one point to unplug I asked about the restart he said no unplug it. He could have been full of malarkey. But he was the guy on the phone lol

I think there is a reset choice in the General menu of settings or you can just unplug it for a couple of minutes.  Here's an Apple support article on the subject:
