Over 20% of all iOS devices are running iOS 7.1
If what you describe was a common problem, it would have appeared on all the news sites and discussion groups.
If you haven't already, the first thing to try is a hard reset (press and hold both Home and On/Off buttons for around 10 seconds (until the Apple logo appears, then let the iPad complete the rebooting process.
Does the problem still occur?
Are there any new Apps running that weren't running before the problem occurred?

This is the upgrade to 7.1 that you stated above failed to *fix* the existing problem?
