When Verizon bought their LTE spectrum from the government there was a clause in the agreement that said that they would have to provide the hotspot feature for free.  That clause was not included when AT&T bought their LTE spectrum.

you're both right.  my wife and I now have verizon's Share Everything plan for our two phones and ipad.  under the Share Everything plan the hotspot feature is indeed free…no extra charge.  the SE plan allows us XGB of data each month regardless of how we consume it.  prior to changing to the SE plan we each had our own individual data plans and the mobile hotspot feature was additional $X per month for 2GB of data (pro-rated).

The hotspot service is not free with Verizon; it costs $30/month. You can turn it on and off when you need it and it will be prorated.
