I guess the answer is...maybe.
Since not even a Mac is a sure bet.
You just have to try it on your particular computer -- all it can do
is...nothing...so it's best tried when you don't *have* to have it charged
by a certain time. :-)

My impression is that there is a large variability in the power different
Dell, HP, WhatEver peecees deliver to their USB ports.
Some will charge, usually slowly, some may not.
Macs pretty uniformly provide enough power to charge reasonably quickly, but
not, in general, as fast at the 10-watt power plug.
