I have the same response. The mute does turn off the the keyclicks, sent mail, calendar alerts, etc... But not the music. Odd... Is that the way it is supposed to be or is it a glitch in the new iOS? Could it be that the instant mute is for system sounds and not for sounds generated by an app? Frankly, if I am going to have an instant mute, I would prefer it mute everything.
