Yes
The files folder is new introduction in iOS 13 and it had all types of bugs in first version. Some got removed in 13.1 and more got introduced. The same was repeated in 13..1.2 and 13.1.3 and may continue for some more time.
Opening zip and rar files, reading ePub and other formats, uploading to online file converters or file sharing sites, downloading from files from file sharing sites and monitoring the successful download etc are/were either not possible or are erratic at the most.

Something called "Files" is a funny place to keep documents.  Feels wrong.
