 New iPad owner here - would that be like holding down the start button until it shuts off like on a Windows PC?

I did the upgrade to IOS9, and now I cannot open the IPAD.  It displays a white screen with a swipe to upgrade written on the bottom of the screen with an arrow.  Nothing I do will open the IPAD.  I have swiped with my finger, a rubber pen etc .  Will not open.  Help.
