[iPad] Account cancelled?

 

I received an email that my account from AT&T was cancelled due to lack of activity. True my iPad mini is used very seldom. I found the phone number associated with that account but I can't figure out how to re subscribe.  I went to cellular data and the only options are to set up new account, add to existing or Transfer service from another iPad. I tried to add to existing account but it won't work. I plugged in all info except my unlock code.
