That would allow you to buy the phone with AT&T before your contract ends. However, it would be in a sense "locked". I remember a customer came in emphatically wanting a T-Mobile phone. Yet, when she tried to use her Asian Sim card, she got incompatibility notices and we had to exchange it for a truly "unlocked" phone. Her efforts to buy a T-Mobile phone would still cost the same as factory unlocked, but for some reason she was led to believe that it did not matter. But it does.

I am afraid that while the "next" program is good for AT&T customers, it does not allow you to use other carrier's SIM cards as far as I know.
