So maybe the mandate is for Touch ID enabled devices only. Interesting.

I read that in iOS 9 the 4 digit passwords we're going away to be replaced with 6

I've seen contradicting articles:
Ars Technica says:Apple revealed that all newer iDevices equipped with TouchID and running the newer version of the operating system will be required to upgrade from a four-digit to a six-digit passcode. Passcodes remain optional, and users can create a more complex alphanumeric password, but six digits will be the minimum. After 10 failed attempts to type in the code, the device will erase itself.<http://arstechnica.com/apple/2015/06/apple-to-require-6-digit-passcodes-on-newer-iphones-ipads-under-ios-9/>
MacRumors says:When setting a Passcode, the default option requires you to enter a 6-digit passcode instead of a 4-digit passcode. There's still an option to choose a 4-digit passcode when you click "Passcode Options" when changing your passcode.<http://www.macrumors.com/2015/06/08/ios-9-tidbits-and-hidden-features/>
