Using my iPad as a phone does make a noticeable difference in my battery usage but it's still not all that bad.

I have an iPad 2 (WiFi only) with iOS 6 and a 3rd generation iPad (cellular model) with iOS 8 and have noticed no difference in speed or battery life.  Did you actually run speed tests before and after the upgrade?  Maybe it just seems slower.  I personally prefer iOS 6 to iOS 8.

P.S.  The reason I bought the newer iPad (cellular model) is because I wanted to use the free hotspot feature to replace my older MiFi hotspot device.
