Tattoo ink includes metals. I forgot the details but that much I remember.

Metals, carbon black, whatever.
If a pigment looks black, that is because it absorbs all the visible light that hits it, and reflects none.
Similarly, if it looks green, it reflects most of the green back at you.
In either case, a green LED light is not going to penetrate well enough to illuminate deeper tissue, and be able to measure the pulse-varying reflectance.
