Apparently the sensors are unphased by dark skin color but it's theorized that the metal in the ink is messing with it.

Do you mean to say that Apple Watch may not work for coloured people?

It sounded to me as if he were saying exactly the opposite. 

The LEDs can penetrate normal skin to measure reflectance, but not penetrate certain pigments injected into the skin that are designed and intended to be opaque.
